He was educated at Eton College, Windsor, Berkshire, EnglandG.1 He was educated at Trinity Hall, Cambridge University, Cambridge, Cambridgeshire, EnglandG.1 He was assistant manager of capital markets, Kleinwort Benson.1 He succeeded as the 14th Baronet Bingham, of Castlebar, co. Mayo [N.S., 1634] on 11 December 1992.3 He succeeded as the 8th Earl of Lucan [I., 1795] on 11 December 1992.1 On 8 December 1998 he applied to the House of Lords to succeed his father as Baron Bingham, but was refused.1 On 7 June 2016 he established his claim to the Earldom of Lucan and Barony of Bingham.

Admiral Hon. Charles Elphinstone-Fleeming was born on 18 June 1774.1,3 He was the son of John Elphinstone, 11th Lord Elphinstone and Anne Ruthven.4 He married Doña Catalina Paulina Alesandro de Jiminez in June 1816 at Cathedral of Santa Cruz, Cadiz, Spain.1,3 He died on 30 October 1840 at age 66.1
He held the office of Member of Parliament (M.P.) for Stirlingshire.1 He was Governor of Greenwich Hospital.1 He gained the rank of Admiral in the Royal Navy.5 He was given the name of Charles Elphinstone at birth.6 After 1 January 1799 his name was legally changed to Charles Elphinstone-Fleeming added on inheriting estates of Earls of Wigton.1,3
