Henry John Cockayne-Cust was born on 10 October 1861.1 He was the son of Henry Francis Cockayne-Cust and Sara Jane Cookson.1 He married Emmeline Mary Elizabeth Welby-Gregory, daughter of Sir William Earle Welby-Gregory, 4th Bt. and Victoria Alexandrina Maria Louisa Stuart-Wortley-Mackenzie, on 11 October 1893.1 He died on 2 March 1917 at age 55, without legitimate issue.1

He was given the name of William Earle Welby at birth.2 He held the office of Deputy Lieutenant (D.L.) of Lincolnshire.2 He held the office of Justice of the Peace (J.P.) for Lincolnshire.2 He held the office of Member of Parliament (M.P.) for South Lincolnshire between 1868 and 1884.2 He succeeded as the 4th Baronet Welby, of Denton Manor, co. Lincoln [U.K., 1801] on 23 August 1875.2 On 27 December 1875 his name was legally changed to William Earle Welby-Gregory by Royal Licence.2 He held the office of High Sheriff of Lincolnshire in 1890.2
