He was given the name of George Talbot Rice at birth.1 He succeeded as the 3rd Baron Dynevor of Dynevor, co. Carmarthen [G.B., 1780] on 3 August 1779.1 He was educated at Christ Church, Oxford University, Oxford, Oxfordshire, EnglandG.1 He held the office of Member of Parliament (M.P.) (Tory) for Carmarthenshire between 1790 and 1793.1 On 30 April 1793 his name was legally changed to George Talbot de Cardonnel by Royal Licence.1 He held the office of Lord-Lieutenant of Carmarthenshire between 1804 and 1852.1 On 4 February 1817 his name was legally changed to George Talbot Rice by Royal Licence.1
