     Joseph Allen McCleave Buffett usually went by his middle name of Allen.2 He was a whalerman.1 He was president of the Norfolk Executive Council between 1909 and 1915.1

     He held the office of Chief Magistrate of Norfolk Island between 1867 and 1870.1 He held the office of Chief Magistrate of Norfolk Island from 1881 to 1882.1
