Maj.-Gen. Sir Howard Douglas, 3rd Bt. was born on 23 January 1776.2 He was the son of Admiral Sir Charles Douglas, 1st Bt. and Sarah Wood.3 He married Anne Dundas, daughter of James Dundas, in July 1799 at England.3 He died on 9 November 1861 at age 85.2
He was educated at Royal Military Academy, Woolwich, London, England.2 He was commissioned in 1794 with the rank of 2nd Lieutenant, in the service of the Royal Artillery.2 He succeeded as the 3rd Baronet Douglas, of Carr, co. Perth [G.B., 1777] in May 1809.4 He gained the rank of Colonel in the 15th Foot.4 He fought in the Peninsular Wars.4 He was appointed Companion, Order of the Bath (C.B.) in 1815.2 He held the office of Governor of New Brunswick between 1823 and 1829.2,4 He held the office of High Commissioner of the Ionian Islands between 1835 and 1840.2,4 He was appointed Knight Grand Cross, Order of the Bath (G.C.B.)4 He was appointed Knight Grand Cross, Order of St. Michael and St. George (G.C.M.G.)4 He was appointed K.C.S.4 He held the office of Member of Parliament (M.P.) for Liverpool between 1842 and 1847.2 He graduated from Oxford University, Oxford, Oxfordshire, England, with a Doctor of Civil Law (D.C.L.)4 He was appointed Fellow, Royal Society (F.R.S.)4
