He was educated at Harrow School, Harrow, London, EnglandG.2 He graduated from Trinity College, Cambridge University, Cambridge, Cambridgeshire, EnglandG, in 1872 with a Master of Arts (M.A.)2 He held the office of Member of Parliament (M.P.) (Liberal) for North Essex between 1885 and 1895.2 He held the office of President of the Board of Agriculture between 1892 and 1895.2 He was appointed Privy Counsellor (P.C.) on 25 August 1892.2 He was created 1st Baron Burghclere of Walden, Essex [U.K.] on 3 August 1895.2
On his death, his barony became extinct.4
