(Liberal) for Banffshire between 1893 and 1900.1 He held the office of Justice of the Peace (J.P.) for Gloucestershire.1 He held the office of Deputy Lieutenant (D.L.) of Gloucestershire.1

Major Hugh Courtenay Fownes-Luttrell was the son of George Fownes-Luttrell and Anne Elizabeth Periam Hood.3 He married Dorothy Hope Wedderburn, daughter of Sir William Wedderburn, 4th Bt. and Mary Blanche Hoskyns, on 11 February 1904.1 He died on 14 January 1918.
