Samuel Wensley Blackall was born on 1 May 1809 at Dublin, County Dublin, Ireland.2 He was the son of Major Robert Blackall and Catherine Lewis.2 He married, firstly, Catherine Bowles in 1833 at London, England.2 He married, secondly, Catherine Bond in 1848 at Dublin, County Dublin, Ireland.2 He died on 2 January 1871 at age 61.2
He was educated in 1824 at Trinity College, Dublin University, Dublin, County Dublin, Ireland.2 He gained the rank of Lieutenant between 1827 and 1833 in the 85th Regiment.2 He held the office of High Sheriff of County Longford in 1833.2 He gained the rank of Major in 1833 in the Royal Longford Militia.2 He held the office of Member of Parliament (M.P.) for Longford between 1847 and 1851.2 He held the office of Lieutenant-Governor of Dominica between 1851 and 1857.2 He held the office of High Sheriff of County Tyrone in 1861.2 He held the office of Governor of Sierra Leone between 1862 and 1865.1,2 He held the office of Governor of the West African Settlements between 1865 and 1868.2 He held the office of Governor of Queensland between 1868 and 1871.1,2
