Herbert Louis Samuel, 1st Viscount Samuel was born on 6 November 1870.1 He was the son of Edwin Louis Samuel and Clara Yates.3 He married Beatrice Miriam Franklin, daughter of Ellis Abraham Franklin, on 17 November 1897.1 He died in 1963.1
He was educated at University College School, Hampstead, London, EnglandG.1 He graduated from Balliol College, Oxford University, Oxford, Oxfordshire, England, in 1893 with a Bachelor of Arts (B.A.)1 He graduated from Balliol College, Oxford University, Oxford, Oxfordshire, England, in 1897 with a Master of Arts (M.A.)1 He held the office of Member of Parliament (M.P.) (Liberal) for Cleveland between 1902 and 1918.1 He held the office of Parliamentary Under-Secretary, Home Department between 1905 and 1909.1 He was appointed Privy Counsellor (P.C.) in 1908.1 He held the office of Chancellor of the Duchy of Lancaster between 1909 and 1919.1 He held the office of Postmaster-General between 1910 and 1914.1 He held the office of president of the Local Government Board between 1914 and 1915.1 He held the office of Postmaster-General between 1915 and 1916.1 He held the office of Home Secretary between January 1916 and December 1916.1 He was president of the Royal Statistical Society between 1918 and 1920.1 He was British Special Commissioner to Belgium in 1919.1 He was appointed Knight Grand Cross, Order of the British Empire (G.B.E.) in 1920.1 He held the office of High Commissioner to Palestine between 1920 and 1922.1 He held the office of High Commissioner and Commander-in-Chief to Palestine between 1922 and 1925.1 He was chairman of the Royal Commission on the Coal Industry between 1925 and 1926.1 He was appointed Knight Grand Cross, Order of the Bath (G.C.B.) in 1926.1 He held the office of Member of Parliament (M.P.) (Liberal) for Darwen between 1929 and 1935.1 He was president of the Royal Institue of Philosophy between 1931 and 1963.1 He held the office of Home Secretary between August 1931 and September 1932.1 He was created 1st Viscount Samuel, of Mount Carmel, and of Toxteth, in the City of Liverpool [U.K.] on 8 June 1937.1 He wrote the book Belief and Action.1 He wrote the book Memoirs.1 He wrote the book A Book of Quotations.1 He wrote the book In Search of Reality.1 He wrote the book A Threefold Card: Philosophy, Science, Religion.1 He wrote the book Liberalism: its Principles and Proposals.1 He was awarded the Order of Merit (O.M.) in 1958.1

Beatrice Miriam Franklin1 
Beatrice Miriam Franklin was born circa 1871.3 She was the daughter of Ellis Abraham Franklin.1 She married Herbert Louis Samuel, 1st Viscount Samuel, son of Edwin Louis Samuel and Clara Yates, on 17 November 1897.1 She died on 13 September 1959.1
From 17 November 1897, her married name became Samuel.1 After her marriage, Beatrice Miriam Franklin was styled as Viscountess Samuel on 8 June 1937.
