He was educated between 1822 and 1828 at Eton College, Windsor, Berkshire, EnglandG.1,3 He matriculated at Oriel College, Oxford University, Oxford, Oxfordshire, EnglandG, on 2 July 1828.1 He was a Craven Scholar in 1829.3 He was a Fellow between 1833 and 1845 at Oriel College, Oxford University, Oxford, Oxfordshire, EnglandG.1 He graduated from Oriel College, Oxford University, Oxford, Oxfordshire, EnglandG, in 1834 with a Bachelor of Arts (B.A.)1 He was a Vinerian Scholar in 1834.3 He graduated from Oriel College, Oxford University, Oxford, Oxfordshire, EnglandG, in 1835 with a Master of Arts (M.A.)1 He was admitted to Lincoln Inn on 26 January 1837 entitled to practise as a Barrister-at-Law.3 He graduated from Oriel College, Oxford University, Oxford, Oxfordshire, EnglandG, in 1838 with a Bachelor of Civil Law (B.C.L.)1 He held the office of Registrar of Joint Stock Companies between 1844 and 1845.1 He was Emigration Commissioner between 1846 and 1860.1 He succeeded as the 8th Baronet Rogers, of Wisdome, co. Devon [E., 1699] on 13 December 1851.3 He was Commissioner for sale of West Indian estates in 1857.1 He held the office of Parliamentary Under-Secretary of State, Colonial Office between 1860 and 1871.1 He was appointed Knight Commander, Order of St. Michael and St. George (K.C.M.G.) on 23 June 1869.1 He was appointed Privy Counsellor (P.C.) on 29 June 1871.1 He was created 1st Baron Blachford, of Wisdome and Blachford, co. Devon [U.K.] on 4 November 1871.1 He immigrated on 24 May 1883; Knight Grand Cross, Order of St. Michael and St. George (G.C.M.G.)1
On his death, his peerage became extinct.1
According to John H. Newman, “he was the most gifted of mind of any of his contempraries.”3
