Colonel William Francis Frederick Waller, V.C. was born on 20 August 1839 at Dagoolie, Bombay, India.1 He was the son of Surg.-Maj. Thomas Waller and Alicia Anne Gilbert.1 He married Mary Anna Grierson on 16 June 1864 at Bombay, India.3 He died on 29 January 1885 at age 45 at 1 Lansdowne Terrace, Bath, Somerset, England.1
He gained the rank of Lieutenant-Colonel in the Indian Army.3 He fought in the Indian Mutiny.1 He was awarded the Victoria Cross (V.C.), for his actions on 20 June 1858.1
