He was educated at Bedford School, Bedford, Bedfordshire, England.1 He held the office of Member of Parliament (M.P.) (Conservative) for Bedford between 1922 and 1945.1 He was Vice-Chairman of the Primrose League between 1928 and 1946.1 He was appointed Knight in 1938.1 He held the office of Deputy Lieutenant (D.L.) of Bedfordshire in 1940.1 He was created 1st Baronet Wells, of Felmersham, co. Bedford [U.K.] on 21 January 1944.1 He was Chairman of the Primrose League between 1946 and 1948.1
