Maj.-Gen. Sir Charles Henry Scott was born in 1848 at Portsmouth, Hampshire, England.1 He was the son of Dr. Edward John Scott and Helen Robertson.1 He was baptised on 26 October 1848 at St. John’s, Portsea, Hampshire, England.1 He married Frances Catherine Halliday, daughter of General John Gustavus Halliday and Lucy Cotton, on 6 June 1872 at Vizagapatam, Madras, India.1 He died in 1919.1
He was educated at Royal Military Academy, Woolwich, London, England.1 He was Deputy Director General of Ordnance in India in 1895.1 He was Inspector-General of Ordnance, Punjab between 1895 and 1900.1 He was Director General of Ordnance in India between 1902 and 1905.1 He held the office of Member of the Council of the Governor-General [India] between 1905 and 1909.1
