Northampton [E., 1660] on 26 August 1865.1 He held the office of High Sheriff of Northamptonshire in 1871.1

He graduated from Christ Church, Oxford University, Oxford, Oxfordshire, EnglandG, with a Master of Arts (M.A.)1 He was Rector of East Carlton between 1843 and 1878 at Northamptonshire, England.1 He succeeded as the 9th Baronet Palmer, of Carlton, co. Northampton [E., 1660] on 10 February 1892.1
