     He lived at Rhual, Flintshire, Wales.2 He gained the rank of Lieutenant-Colonel in the 15th Hussars.1 He was also known as Frederick Philipse.2

     He held the office of High Sheriff of County Waterford in 1883.1 He held the office of Deputy Lieutenant (D.L.) of County Waterford.1 He held the office of Justice of the Peace (J.P.) of County Waterford.1 He lived at Annestown, County Waterford, IrelandG.1
