William Robert Phelips was born in 1846.2 He married Cicely Grace Augusta Fane, daughter of Reverend Frederic Fane and Elizabeth Cockburn, on 2 December 1875.1 He married Constance Louisa Ponsonby, daughter of Rt. Hon. Sir Spencer Cecil Ponsonby-Fane and Hon. Louisa Anne Rose Lee Dillon, on 1 January 1881.3 He died on 23 November 1919.1
He held the office of Deputy Lieutenant (D.L.)4 He lived at Montacute, Somerset, EnglandG.1
