He was given the name of Cecil William Francis Stafford at birth.2 He was educated at Royal Naval College, Osborne, Isle of Wight, England.4 He was educated at Royal Naval College, Darmouth, Devon, England.4 He fought in the First World War in 1914, where he was mentioned in dispatches.4 He gained the rank of Midshipman in the Royal Navy.4 He graduated from Christ Church, Oxford University, Oxford, Oxfordshire, England, in 1922 with a Master of Arts (M.A.)4 On 17 September 1932 his name was legally changed to Cecil William Francis Stafford-King-Harman by Royal Licence.2 He succeeded as the 2nd Baronet Stafford [U.K., 1914] on 11 May 1935.2 He fought in the Second World War between 1939 and 1943.4 He was Member of of the President of Ireland’s Council of State between 1957 and 1959.4 On his death, his baronetcy became extinct.5
