He was educated at Harrow School, Harrow, London, England.3 He succeeded as the 2nd Baron Monteagle of Brandon, of Brandon, co. Kerry [U.K., 1839] on 7 February 1866.3 He graduated from Trinity College, Cambridge University, Cambridge, Cambridgeshire, England, with a Bachelor of Arts (B.A.)3 He was president of the Statistical and Social Inquiry Society of Ireland between 1882 and 1884.3,4 He was appointed Knight, Order of St. Patrick (K.P.) in 1885.3 He held the office of Deputy Lieutenant (D.L.) of County Limerick.3 He was founder of the Proportional Representation Society of Ireland in 1911.4
