He was educated in 1843 at Rugby School, Rugby, Warwickshire, EnglandG.1 He was educated in 1856 at Balliol College, Oxford University, Oxford, Oxfordshire, EnglandG, Bachelor of Arts (B.A.)1 He was a Fellow in 1857 at Balliol College, Oxford University, Oxford, Oxfordshire, EnglandG.1 He was President of the Oxford Union Society in 1858.2 He was admitted to Lincoln Inn in 1861 entitled to practise as a Barrister-at-Law.2 He held the office of Recorder of Penzance in 1872.2 He graduated from Balliol College, Oxford University, Oxford, Oxfordshire, EnglandG, in 1872 with a Master of Arts (M.A.)2 He was a junior standing counsel to the Treasury in 1872.2 He held the office of Judge of the Queen’s Bench, Division of the High Court of Justice between 1879 and 1882.2 He was appointed Knight on 26 June 1879.2 He held the office of Lord Justice of Appeal between 1882 and 1893.2 He was appointed Privy Counsellor (P.C.) on 29 June 1882.2 He was awarded the honorary degree of Doctor of Civil Laws (D.C.L.) by Balliol College, Oxford University, Oxford, Oxfordshire, EnglandG, on 13 June 1883.2 He was appointed Fellow, Royal Society (F.R.S.) on 21 May 1885.2 He was awarded the honorary degree of Doctor of Law (LL.D.) by University of Edinburgh, Edinburgh, Midlothian, ScotlandG, in 1888.2 He was created Baron Bowen of Colwood, in the County of Sussex [U.K. Law Lord] on 23 September 1893.2 He held the office of Lord of Appeal in Ordinary on 23 September 1893.2
Liddell writes that “he had that almost exaggerated sauvity and politeness which characterised Oxford men in the fifties.”2 Lord Esher declared that Bowen “was the most distinguished Judge who had sat in an English Court during the long period [more than 50 years] of his acquaintance with the the occupants of the English bench.”2
