He was Inspector-General of the Military Department at Woolwich, Kent, England.2 He graduated on 20 March 1784 with a Doctor of Medicine (M.D.)2 He was physician between 1792 and 1794 at Westminster Hospital, London, England.2 He was created 1st Baronet Hayes [Great Britain] on 6 February 1797.

He was given the name of Frederick Edward Baker at birth.1 He was educated at Eton College, Windsor, Berkshire, EnglandG.1 On 29 October 1878 his name was legally changed to Frederick Edward Rhodes by Royal Licence.1 He succeeded as the 4th Baronet Baker, of Loventor in Totnes, Devon [G.B., 1776] on 27 August 1882.1
