He was educated at St. John’s College, Cambridge University, Cambridge, Cambridgeshire, England.1 He was admitted to barrister on 26 January 1864.1 He was appointed Queen’s Counsel (Q.C.) on 13 February 1877.1 He held the office of Member of Parliament (M.P.) for Brighton between 1880 and 1893.1 He held the office of Judge Advocate-General between 1885 and 1892.1 He was appointed Privy Counsellor (P.C.) on 9 July 1885.1 He was appointed Knight in 1888.1
