He was given the name of Henry John Selwyn at birth.1 His name was legally changed to Henry John Selwyn-Ibbetson.1 He graduated from Cambridge University, Cambridge, Cambridgeshire, EnglandG, with a Master of Arts (M.A.)1 He held the office of Member of Parliament (M.P.) for South Essex between 1865 and 1868.1 He held the office of Member of Parliament (M.P.) for North-West Essex between 1868 and 1892.1 He succeeded as the 7th Baronet Ibbetson [G.B., 1748] on 20 March 1869.1 He held the office of Under-Secretary of State for the Home Department between 1874 and 1878.1 He held the office of Financial Secretary to the Treasury between 1878 and 1880.1 He was created 1st Baron Rookwood, of Rookwood Hall, co. Essex [U.K.] on 18 June 1892.1
