He was educated between 1767 and 1771 at Eton College, Windsor, Berkshire, EnglandG.4 He matriculated at Trinity College, Dublin University, Dublin, County Dublin, IrelandG, on 7 July 1772.4 He graduated from Trinity College, Dublin University, Dublin, County Dublin, IrelandG, in 1776 with a Bacgelor of Arts (B.A.)4 He held the office of Member of Parliament (M.P.) for Queen’s County between 1776 and 1783.1 He held the office of Member of Parliament (M.P.) for Maryborough between 1783 and 1797.1 He held the office of Genealogist to the Order of St. Patrick between 1783 and 1804.1 He was Commissioner of Barracks [Ireland] between 1788 and 1789.1 He was Commissioner of Accounts [Ireland] between 1789 and 1795.1 He was Commissioner of Customs [Ireland] between 1795 and 1799.1 He held the office of Member of Parliament (M.P.) for Maryborough between 1797 and 1802.1 He was Commissioner of Excise [Ireland] between 1799 and 1806.1 He was appointed Privy Counsellor (P.C.)
