He was given the name of Henry Stuart at birth.1 He was educated at Eton College, Windsor, Berkshire, EnglandG.1 On 17 November 1822 his name was legally changed to Henry Villiers-Stuart by Royal Licence.1 He was educated at Christ Church, Oxford University, Oxford, Oxfordshire, EnglandG.1 He held the office of Member of Parliament (M.P.) (Tory) for County Waterford between 1826 and 1830.1 He held the office of Member of Parliament (M.P.) (Tory) for Banbury between 1830 and 1831.1 He held the office of Lord-Lieutenant of County Waterford between 1831 and 1874.1 He was appointed Privy Counsellor (P.C.) [Ireland] in 1837.1 He was created 1st Baron Stuart de Decies, of Dromana, within the Decies, co. Waterford [U.K.] on 10 March 1839.1 He gained the rank of Colonel in the Waterford Militia.1
On his death, his Barony became either extinct or dormant.1
