Philip Charles Barnard Hervey was born on 25 November 1859.1 He was the son of General Andrew Hervey and Rose Emeline Swaine.1 He was baptised on 2 January 1860 at Darjeeling, Bengal, India.1 He married Penuel Isabel Mary Lyons Holcombe, daughter of Alexander Essex Frederick Holcombe and Louisa Squire.1 He died in 1945.1
He was commissioned on 25 June 1878 with the rank of 2nd Lieutenant, in the service of the Royal Glamorgans.1 He was a civil engineer in teh C & E Railway construction in 1889.1 He was in charge of the engineering supplies on the Crowsnest Railway between 1897 and 1898.1 He was chief engineer for the western section of the Canadian Pacific Railway.1
