He was educated at Fettes College, Edinburgh, Midlothian, ScotlandG.1 He succeeded as the 10th Baronet Hay, of Park [N.S., 1663] on 14 May 1923.1 He was registered as a Associate, Royal institute of British Architects (A.R.I.B.A.)1 He was awarded the Imperial Service Order (I.S.O.) circa 1970.1

He held the office of Sheriff of Leicestershire from 1612 to 1613.1 He held the office of Member of Parliament (M.P.) for Leicestershire in 1614.1 He was created 1st Baronet Hesilrige, of Noseley Hall, co. Leicester [England] on 21 July 1622.1 He held the office of Member of Parliament (M.P.) for Leicestershire from 1624 to 1625.1

He succeeded as the 2nd Baronet Hesilrige, of Noseley Hall, co. Leicester [E., 1622] on 11 January 1629.1 He held the office of Member of Parliament (M.P.) for Leicestershire between 1640 and 1645.1 He held the office of Member of Parliament (M.P.) for Leicestershire between 1654 and 1659.1 He gained the rank of Commander and Colonel in the Parliamentary Regiment of Cuirassiers.1 He held the office of Governor of Newcastle.1
