Captain Howard Fiennes Julius Rowley was born on 14 August 1868.1 He was the son of Reverend Julius Henry Rowley and Julia Molyneux.3 He married Alice Udall Muir, daughter of William Paterson Muir and Elizabeth Mary Cairns, on 27 March 1900.1 He died on 4 April 1948 at age 79.1

U.S.3 He was appointed Commander, Order of the British Empire (C.B.E.) in 1919.1 He was Chief Inspector of the Royal National Lifeboat Institution between 1919 and 1930.1
