Viscount Milner wrote of him, “a man of decided mind, whose view may be right or it may be wrong, but it is always definite and he is always determined to push it through. It would be difficult to over-estimate what the work of England and Egypt owes to his sagacity, fortitude and patience.”4 He has an extensive biographical entry in the Dictionary of National Biography.7
