He was educated at Stonyhurst College, Blackburn, Lancashire, England.2 He was educated at Royal Military Academy, Sandhurst, Berkshire, England.2 He was Hereditary Lord High Admiral of Malahide and the Adjacent Seas.2 He held the office of Deputy Lieutenant (D.L.) of Wiltshire between 1983 and 1996.2 He succeeded as the 10th Baron Talbot of Malahide, and Lord Malahide of Malahide, co. Dublin [I., 1831] in 1987.4 He was appointed Knight, Most Venerable Order of the Hospital of St. John of Jerusalem (K.St.J.) in 1988.2 He held the office of Vice-Lord-Lieutenant of Wiltshire in 1996.2 He lived in 2003 at 3 Epsom Close, Camberley, Surrey, England.2
