     Sir Arthur Keppel Cowell-Stepney, 2nd Bt. was born on 26 December 1834.² He was the son of Sir John Stepney Cowell-Stepney, 1st Bt. and Mary Anne Annesley.² He married Hon. Margaret Leicester Warren, daughter of George Fleming Warren, 2nd Baron de Tabley of Tabley House and Catharina Barbara de Salis, on 24 August 1875.¹ He died on 2 July 1909 at age 74.²
     He was educated at Eton College, Windsor, Berkshire, England.² He succeeded as the 2nd Baronet Cowell-Stepney [U.K., 1871] on 5 May 1877.¹ He held the office of Member of Parliament (M.P.) for Carmarthenshire.² He was a clerk in the Foreign Office.² He was appointed Fellow, Royal Geographical Society (F.R.G.S.)²
