He was educated at Eton College, Windsor, Berkshire, England.2 He held the office of Justice of the Peace (J.P.) for Anglesey in 1934.2 He succeeded as the 13th Baronet Williams, of Penrhyn, co. Caernarvon [E., 1661] on 7 July 1942.2 He gained the rank of Major in the Royal Welsh Fusiliers (Territorial Army.)2 He fought in the Second World War.2 He was awarded the Territorial Decoration (T.D.)2 He held the office of Member of Angelsey County Council between 1946 and 1957.2 He held the office of Lord-Lieutenant of Anglesey between 1947 and 1973.2 He held the office of Mayor of Beaumaris between 1949 and 1952.2 He was appointed Companion, Most Venerable Order of the Hospital of St. John of Jerusalem (C.St.J.)2 He held the office of Lord-Lieutenant of Gwynedd between 1974 and 1992.2

Caernarvon [E., 1661] in 1992.2 He held the office of High Sheriff of Gwynedd in 1993.1 He held the office of Deputy Lieutenant (D.L.) of Gwynedd in 1998.1 He lived in 2003 at Red Hill, Beaumaris, Anglesey, Wales.1
