He held the office of Deputy Lieutenant (D.L.) of Edinburgh.1 He held the office of Justice of the Peace (J.P.) for Edinburgh.1 He gained the rank of officer in the 15th Battalion, Royal Scots.1 He fought in the First World War between 1915 and 1917, where he was mentioned in dispatches.1 He was awarded the Distinguished Service Order (D.S.O.) in 1917.1 He was Division Food Commissioner, East Scotland between 1917 and 1918.1 He was Food Commissioner for Scotland between 1919 and 1920.1 He was Director of Edinburgh Education Authority between 1919 and 1920.1 He was appointed Knight on 10 July 1919.1 He was Director of Land Settlement Scotland between 1920 and 1922.1 He was chairman of Board of Control for Scotland between 1922 and 1936.1 He was created 1st Baronet Rose of Leith, co. of the city of Edinburgh [U.K.] on 2 July 1935.1

He was educated at Edinburgh Academy, Edinburgh, Midlothian, Scotland.1 He was educated at Harrow School, Harrow, London, England.1 He was educated at Trinity College, Cambridge University, Cambridge, Cambridgeshire, England.1 He was Commissioner General of the Board of Control for Scotland between 1936 and 1962.1 He succeeded as the 2nd Baronet Rose, of Leith, co. of teh city of Edinburgh [U.K., 1935] on 14 August 1937.1 He gained the rank of Major in the Royal Artillery.1 He fought in the Second World War between 1939 and 1945, where he was mentioned in dispatches.1 He held the office of Deputy Lieutenant (D.L.) of Edinburgh in 1958.1 On his death his baronetcy became extinct.1
