He was educated at Dulwich College, London, England.1 He graduated from Peterhouse College, Cambridge University, Cambridge, Cambridgeshire, England, with a Bachelor of Arts (B.A.)1 He fought in the Second World War.1 He was with Ministry of Labour and National Service in 1939.1 He gained the rank of Flying Officer in the Royal Air Force.1 He was with Foreign and Commonwealth Service between 1953 and 1957.1 He held the office of with Foreign and Commonwealth Service between 1960 and 1966.1 He was with the Department of Employment and Productivity between 1966 and 1976.1 He was lecturer of public administration between 1971 and 1976 at Civil Service College, Sunningdale, Berkshire, England.1 He succeeded as the 2nd Baron Silkin, of Dulwich, co. London [U.K., 1950] on 11 May 1972.1 On 18 May 1972 he disclaimed his peerage for life.1
