He was educated at Pembroke College, Oxford University, Oxford, Oxfordshire, England.1 He was a practising barrister.1 He held the office of Mayor of Haverfordwest in 1736.1 He held the office of Member of Parliament (M.P.) for Carmarthen between 1741 and 1747.1 He succeeded as the 6th Baronet Philipps, of Picton Castle [E., 1621] on 7 October 1743.1 He held the office of Lord Commissioner of the Board of Trade and Plantations from 1744 to 1745.1 He graduated from Oxford University, Oxford, Oxfordshire, England, in 1749 with a Doctor of Civil Law (D.C.L.)1 He held the office of Member of Parliament (M.P.) for Petersfield between 1754 and 1761.1 He held the office of Member of Parliament (M.P.) for Pembrokeshire between 1761 and 1764.1 He was appointed Privy Counsellor (P.C.) in 1763.1

He was educated at Pembroke College, Oxford University, Oxford, Oxfordshire, England.1 He succeeded as the 7th Baronet Philipps, of Picton Castle [E., 1621] on 23 June 1764.1 He held the office of Member of Parliament (M.P.) (Whig) for Pembrokeshire between 1765 and 1770.1 He was created 1st Baron Milford, in Ireland [Ireland] on 22 July 1766, allegedly as a sop by the Prime Minister, Lord North, after he was refused permission to cut a carriage road up to the front door of his London house.1 He held the office of Lord-Lieutenant of Haverfordwest between 1770 and 1823.1 He held the office of Member of Parliament (M.P.) (Whig) for Plympton between 1774 and 1780.1 He held the office of Member of Parliament (M.P.) (Whig) for Haverfordwest between 1784 and 1786.1 He held the office of Member of Parliament (M.P.) (Whig) for Pembrokeshire between 1786 and 1812.1 He held the office of Lord-Lieutenant of Pembrokeshire between 1786 and 1823.1
