John Claude Malcolm Lowe was born on 21 February 1888.1 He was the son of Sir Francis William Lowe, 1st Bt. and Mary Holden.2 He married Winifred Olsson on 21 March 1912.1 He died in 1970.1
He was educated at Uppingham School, Uppingham, England.1 He graduated from Oriel College, Oxford University, Oxford, Oxfordshire, England, in 1910 with a Bachelor of Arts (B.A.)1 He fought in the First World War, with the Royal Naval Air Service.1 He retired from the military in 1939, with the rank of Wing Commander, late of the Royal Air Force.1 He was with R and E Department, Minister of Home Security between 1939 and 1945.1 He was with the Planning Division, Home Office in 1945.1
