Sir Edward Vere Levinge was born on 24 May 1867.1 He was the son of Harry Corbyn Levinge and Ellen Hawes Barnes.2 He married Alys Adèle Thomas, daughter of Maj.-Gen. Charles Frederic Thomas, on 1 December 1900.1 He died on 24 January 1954 at age 86.1
He was educated at Cheltenham College, Cheltenham, Gloucestershire, England.1 He graduated from Balliol College, Oxford University, Oxford, Oxfordshire, England, in 1888 with a Bachelor of Arts (B.A.)1 He was Chief Secretary of the Government of Bengal in 1910.1 He was appointed Companion, Order of the Star of India (C.S.I.) in 1911.1 He was MEC for Bihar and Orissa between 1912 and 1917.1 He was appointed Knight Commander, Order of the Indian Empire (K.C.I.E.) in 1916.1 He was Acting Lieutenant-Governor of Bihar and Orissa in 1918.1
