He was educated at Cheltenham College, Cheltenham, Gloucestershire, EnglandG.1 He graduated from University College, Oxford University, Oxford, Oxfordshire, EnglandG, in 1872 with a Bachelor of Arts (B.A.)1 He was in the Indian Civil Service between 1873 and 1901.1 He was appointed Companion, Order of the Star of India (C.S.I.) in 1898.1 He was Secretary of Revenue and Statistics Department, India Office in 1901.1 He was appointed Knight Commander, Order of the Star of India (K.C.S.I.) in 1907.1 He held the office of Permanent Under-Secretary, India Office between 1912 and 1919.1 He was appointed Knight Commander, Order of the Bath (K.C.B.) in 1914.1 He was appointed Knight Grand Cross, Order of the Bath (G.C.B.) in 1917.1 He was created 1st Baronet Holderness, of Tadworth, co. Surrey [U.K.] on 16 February 1920.1 He was , with a daughter (Helen Alice, married 5 April 1913 Lieutenant-Colonel Sir (Charles) Max Page, KBE, CB, DSO, MB, MS, FRGC, FRCS, Royal Army Medical Corps (died 1963), on 16 September 1924.1
