He graduated from Queen’s College, Galway, County Galway, IrelandG, with a Master of Arts (M.A.)1 He was with the Bengal Civil Service in 1865.1 He was Secretary to the Government of Bengal in 1884.1 He was Secretary to the Government of India, Home Department in 1887.1 He was appointed Companion, Order of the Star of India (C.S.I.) in 1888.1 He held the office of Chief Commissioner of Burma in 1889.1 He held the office of Chief Commissioner of the Central Provinces between 1890 and 1893.1 He was appointed Knight Commander, Order of the Star of India (K.C.S.I.) in 1893.1 He was Acting Governor of Bengal in 1893.1 He was Member of the Governor-General’s Council between 1893 and 1895.1 He held the office of Lieutenant-Governor of the Oudh between 1895 and 1901.1 He held the office of Lieutenant-Governor of the North-West Provinces between 1895 and 1901.1 He was appointed Knight Grand Commander, Order of the Star of India (G.C.S.I.) in 1897.1 He was awarded the honorary degree of Doctor of Literature (D.Litt.) by Queen’s College, Galway, County Galway, IrelandG.1 He was appointed Privy Counsellor (P.C.) in 1902.1 He was Under-Secretary to the Lord-Lieutenant of Ireland between 1902 and 1908.1 He was appointed Privy Counsellor (P.C.)
