     He was educated at Rugby School, Rugby, Warwickshire, EnglandG.1 He was educated at Balliol College, Oxford University, Oxford, Oxfordshire, EnglandG.1 He was a practising solicitor in 1892.1 He was Clerk of the Peace.1 He held the office of Member of the Somerset County Council between 1905 and 1927.1
